Kim Raffo was only 35 years old when she was murdered. She was a mother, sister, and friend. Kim had married young and had two children. Kim was raised in Brooklyn, NY, and then moved to Florida before moving to Atlantic City in 2003 with her boyfriend. Kim met her boyfriend in 2003 at a cooking class in Florida. Kim's life was not perfect. She had struggled with drug use despite trying to get her life together. Kim was also working as a sex worker.

During the Fall of 2006, Kim lived on Long Island with her husband, Hugh for approximately five weeks. Sometime after that, Kim moved back to Atlantic City with her boyfriend, Kenny, and resumed her drug use. Some outlets report that Kim was last seen in the early morning hours of November 19, 2006.

On November 20, 2006, four women were found murdered along a drainage ditch in Atlantic City. The women were all found face down, in a row, facing east. They were clothed except for their shoes and socks. Each woman was approximately 60 feet apart from one other. The cases remain unsolved.

In 2023, Rex Heuerman was arrested in connection with the Long Island Serial Killer case. Many have speculated that there may be a connection to the murder of the four women in Atlantic City. It was later determined by police that Heuermann is not responsible for the murder of four women in Atlantic City.
